A Windows app that records and transcribes on your PC, can record the PC's own audio, and never uploads a recording.
D-REC for Windows is a signed desktop app that records, writes down what is said as it goes, and keeps the audio and the text on your PC.
It can record the microphone or the computer's own audio, which is the one you want when what needs writing down is already playing: a call, a briefing, a video, or a recording somebody sent you.
The transcript has the time on every line and you can search it, markers drop with one key, chapters break a long recording into parts, and exports include text, Markdown, CSV, DaVinci Resolve markers and the audio.
It is free the same way the web version is: recordings up to 10 minutes, copying the text and 5 colorways, with no account. D-REC Pro unlocks the rest, the file exports included. Updates arrive through the app itself. There is also a Microsoft Store version for computers where installers are locked down.
Nothing you record is uploaded at any point, which on a work computer is usually the deciding question.
